Unlike the Executive Branch of Governments use of the illusory grand jury which keeps jurors for 3 months to a year on panel the Article 61 pool suggests that each complaint be served by volunteers from the membership and a new panel be selected for each new investigation. This will minimize the time and effort any one of us will invest. Beyond that, the complexity of the complaint will dictate the length in time. Also it is important to point out that effort in these panels will be minimized by doing much if not most of the work right from home through our website or that of the county pool. We hope to set the system up so as to deliver to each panel member the written, audio and video evidence through the bulletin board system.  Whether that means that the county has their own bulletin board and post their panel reports to this system or this system handles all that data, is not now known for sure, however one of those ways will be accomplished.  If at the county level, there will be a link on this site to it.

This county grand jury pool is in no way a political animal. Jurors are empanelled to determine the law and the facts related to a particular complaint and to indict or present a true bill or a no bill (no bill is a refusal to indict) upon their findings.  It is important to note that the word "law" herein does not necessarily mean "statutory law" (the decree of law by the state).

We believe that the age of maturity is an absolute qualification. We also believe that an 18 year old who demonstrates an equivalent maturity should be allowed. beyond that, you are one of the people and your rights of action will not be restrained. Remember, however, that as one of the people you have no right of action to injure another and that makes this effort a very serious endeavor.

No, your acceptance depends upon your willingness to protect the Rights of action of everyone associated with your action. Remember, we said "Rights of action".  Your Birthright is your qualification and your demonstration that works to secure the blessings of liberty to all, is your ongoing security.

Your pay comes in the recognition that you too have the capacity to bring your injury to this body and have it investigated and if your case is justifiable for a true bill of indictment or presentment delivered to the courts and to the executive branch for adjudication. Today, prosecutors and police determine who will be protected. Can anyone guess what percent of office holders who have injured their neighbors actually are held to account for that act today under that system?  Is freedom and the knowledge that you have an option when an office holder injures you enough pay for you?

It is largely your efforts that will fill your county pool although this concern will certainly help with that. We can see, early on, that some counties will have a sparse pool and therefore a need will arise for adjoining counties to help fill that void, but we strongly advise that you empower as many in your county as you can to join. So the answer is; you shouldn't be going outside of your county except in special cases. On the other hand, much of what you will be doing will be on the internet so this may not be so great a problem as one may think.

Sure. It is helpful to a large degree for you to have internet access as it will save you a ton of commuting but if you do not, the Forman's job will include making sure the complainant provides you with the evidence.  If you are not computer savvy it should be a simple matter to have a friend or family member who is help you sign up and interact with other members.  Your participation is important enough to ask that of them.

Actually, the aim of this program is for you to get thousands of members signed up in your county. The more the Better. The panel is what will be comprised of 25.  Like we said in the previous question, we do foresee the use of adjoining county members when necessary.

This grand jury is like no other now operating in America. It follows the tenants of the Common Law grand jury as described in Article 61 of the Magna Charta and in the 5th Amendment to our constitution. There will be four foreman selected by the individual panel who's duty it will be to take care of ministerial functions of the panel as well as do the presentments to the correct office holder. We will provide more on this subject as development continues.

It is helpful for you to know who you are, what your rights are and recognize that everyone else has those same rights in which you are not authorized to interfere unless by consent.. If you do so, even in this panel setting, you injure another. Your birthright and maturity qualifies you for the grand jury, your sense of fairness and willingness to respect the property rights of others keeps you there.

Only with people who are injuring others or protecting those who are. That is the kind of trouble that our office holders have been trying to write out of our society for generations. That is the kind of trouble that is valuable to a society of free people. That is the kind of trouble that we would want to be associated with.

The system is being developed in such a way as to provide little or no access to others, including members, of the makeup of panels. Only the panel should be aware of their fellows. Beyond that, it is your responsibility not to share that information with anyone.

This was answered in an earlier question however the answer is no we intend for a panel to be established on each new case and only by volunteers.

There are no guarantees that I am aware of and the offices of trust are filled to the brim with criminals who have little or no respect for your property or your rights of action. Having said that, there will be alternatives when an office holder fails to follow the instruction of the panel. As a for instance, a complaint that has been awarded a true bill of indictment where the office holder obstructs it, the indictment and actions of the office holder can be brought before the entire county membership for a county wide mandate.
